Data, keywords, problems and solutions mentioned in economic survey, however old, can be quoted in answers. It is very important document for GS, especially GS-3 answer writing.
Like ARC, it is a generic document & if you have read newspaper thoroughly then you are not required to read economic survey.
Still if you want to have all facts under one cover then reading survey summary via PIB is advisable.
